Applying credit card with different address

So, my permanent and residential address is non serviceable for some cards. My brother stays in metro in a rental home on temporary basis.
Can I apply using that address? I have already applied RBL using my sister's address which she has vacated now. Can I keep changing addresses like this? Will there be any issue?

You as a citizen, can change your address, live anywhere in the country. So there won't be any problem with that.
But I think you have to have the same address as your proof. Not sure.
