I won’t recommend you a Nikon because I haven’t had any experience with this kind of cameras but I do own an entry-level DSLR, the Canon EOS Rebel T5 (http://www.mbreviews.com/canon-eos-rebel-t5-wit...).
Right now I think it is about 400$. The picture quality is high, even in low-light and relatively high ISO and the video is FullHD.
If you think about portability know that it is quite lightweight and pretty robust.
For that price you will receive the EF-S 18-55mm IS II standard zoom lens.
