eBay seller fraud. Help needed.

My friend bought iPhone 7 plus 256gb from eBay. He received the courier but unfortunately when he unboxed the package, he found a soap inside it instead of an iPhone. Now he has raised a claim on ebay. While he raised the claim, he saw a message that if the seller fails to respond to the claim then the claim will be closed. So if this happens then will he receive the refund or not? Please suggest any steps?

Also make sure he keep sending emails to ebay customer support to prove the authenticity of the claim,
Use Social Media as a weapon in these cases.
