In short, you should be way more concerned about the radiation from your own cell phone and other devices in your household rather than the radiation from the cell towers.

Oh… the Irony , People want to use mobiles and are afraid of mobile signals / towers .

Next what ? frying popcorn’s using mobile signals ?

What can we do to stop them from doing so (other than telling them upfront)?

Stop using mobile services of that particular provider and ask your all neighbors / friends to do so , thus the demand for more tower of that particular provider will go away .

although there are no implicit or explicit guarantees that any of this might work,
but still:
lengthy/ time consuming route:
try to get official (RTI or request to local municipality office) details or unofficially find out from corporation employees or take help of any sympathetic political activist or MLA, MLC in your area to know what minute guidelines are there and whether all have been followed. (by the agencies that work for cell site rental companies, by the C.H.S. and by the local government/ municipal people themselves)
in some cities/states, there are not just guidelines but rules w.r.t. cell site installations in residential areas or near institutions like schools, hospitals, colleges.
use these to your advantage somehow to get the general body meeting of the C.H.S. to reverse the decision of allowing the cell site

since some gaps always exist in taking permissions or flouting norms, you can confront… err i forgot that you prefer not to. well then you can blackmail (anonymous)

P.S.: one cell site may even have relay of two to three different network operator , so your blackmail list can be all or either of : the municipal or PWD or such government employees themselves, the labourers/ technicians who are coming to construct the station, the electricity distribution firm (residential power for commercial activity), office bearers of the premises/C.H.S., the nodal agency appointed by the network to select locations /commission cell sites.

mobilise other like minded people as yourselves from their building or around and get leaflets/ fliers designed and ask any printers shop to make few hundred to a thousand of those inserts that all of you (the vigilante group) can ask the newspaper vendor agencies to put in all major English and vernac. papers in your area.
as also slip them under the doors of all residential units in the premises.

but get your posse to do a dharna or some black bands protests.

check if they can be installed such that none of them directly face your home (bit selfish, but yeah that’s life)

the better of the ways is to use an electrosmog meter [Fluke are amongst the best (if not THE BEST) in testing and measuring equipment] to get as accurate a reading as possible and space them over different locations and get average out readings.

say your CRT TV or monitor emits a different radiation than your microwave than the radio waves which come off cell sites.

rather get paid/free help from people in the field say some IIT or something in your region might help you.
or get even these forums/ groups about EMF awareness to guide you on how to measure it.

i personally have been through the same predicament as you and the damn gamma and alpha disks directly pointed at our kitchen window and one of bedroom windows and being on top floor and the neighbouring structure being a shorter one, the tower disks were at directly our floor height.
i could use an Electrosmog meter without buying one.
borrowed it, but that is another story, no happy ending eventually
