Any charges for Signing up @ Paypal India..??

There are charges, but the same will be refunded within short period, initial 1$ when you add card ,there after 1.95$ to verify your card, they will verify your card by means of charging you 1.95 usd, after automatic transaction of 1.95 usd you will get a transaction receipt from your bank or credit card, which will contain a 4 digit numeric verification code, you need to provide that code in paypal account to verify your card. After verification you will get back that initial 1 usd instantly but $ 1.95 usd will be refunded in few days, generally 2-4 days.

paypal is the safest way to pay or get paid internationally, as your card details will be saved in paypal database only,,,if you directly pay to any international merchant, they can keep your card details , which is not safe. I use my paypal to get paid from google.instant delivery of payment

Paypal conversion rate is lil higher than international rate, as per my today’s transaction, it charged 1 $=69.008 inr, but todays’s conversion rate is-1 $=66.23 inr (as per google). So before purchase you should consider that paypal conversion rate.
If you pay $250 via paypal through your HDFC card, you will be charged 250$=17252 inr, it will be charged in your cc. (you can apply available coupon before final payment in paypal)
There are many coupon available for individual merchant
You can follow below link for different coupon available for hdfc cc
https://www.paypal.com/in/webapps/mpp/online-sh...
There are also many usual ebay coupon for paypal payment, please search google, You will get similar 8.5% coupon (or more than that)like ebay india

Seems this is your first international transaction. Do not use paypal conversion and pay in USD or whichever is originak currency. We will talk when you get your card statement.

You are right, I have done transaction of Rs.17,133 (USD 147), card charged Rs.17,269.
Is that Rs.130.49 is one time charge ? Better to go with orignal…
09/09/2015 FCY CONVERSION MARKUP FEE 4.57 Dr
09/09/2015 SERVICE TAX – MARKUP FEE 0.63 Dr
08/09/2015 PAYPAL 17133.26 Dr
08/09/2015 09/08/15 1.95 USD 0.00
08/09/2015 PP*1017CODE 130.49 Dr
That 130 is one time refundable verification charge.
Go to your paypal account and enter the code 1017 in card verification. Once successful, it will be refunded immediately.
International transaction costs another 4% or so as currency conversion charge. Its safe to use paypal’s conversion if you do not know your bank’s charges.
