are they saying 100% off is applied if the product is 2000 rs. if more than that we need to pay extra

It will be instant 1000 off and you would have to pay i think 150 for shipping only.

Mininimum purchase should be 149 as per their t&c . So I think we need to place order worth rs 1149+50 shipping.
