i believe discount given in terms of cashback can not be transferred to bank.

yes you can transfer paytm cash but not promotional cashback.please confirm someone else who transferred cashback to bank,
they will charge 4% as transaction charges. And this is just CB (not from promotional offers like New 50, Free 50, Radio 50 and etc) which can easily be transferred to bank. And you need minimum of 2000 rs to be transferred to bank. 
Before making purchase contact them once again bcoz they may change T&C anytime
