Most of the credit cards, including amex , does support scan and pay facility.
It is handled by BharatQR for all the credit cards. Probably related to npci. @abhishek012
Having said that, dont fall for these products yet. Beginners seems to be the likely victims of such products, which need to be handled with care, otherwise, we end up in paying shit load of charges.
Edit: Yes, BharatQR is also NPCI initiative, and is only for P2M transactions.

Those are specialized QR that you are talking about. UPI QR cannot accept payment via credit card.
Every new thing has a risk and it depends on the people who would like to take it or not. Same way when Internet was introduced into the world it was thought that this is not going to work out and yet see where we are!
