Steps:
Log in to Citibank Online
Click on Credit Card tab
On left hand side menu/panel you will see an option “Recharge Wallet”
It will ask you to select Wallet (only Paytm as of now), put Paytm no. Then an OTP will come for adding this as payee. Once done, you can select amount and make payment.

Offer Terms and Conditions:
The Offer is applicable for only one transaction per card during the Offer Period.
This Offer is valid on all Citi Credit Cards except Citi Corporate Credit Cards.
Add on cards will be treated as separate cards.
Cashback amount shall be credited on or before 90 business days from the date of transaction to all open and active card members’ account only. The timeline provided for effective credit is only indicative of expected period and may vary from the actual date of credit.

I logged into CitiBank Online i dont see the offer any where even in the PAYTM Recharge link as well. Both the links you had provided or redirecting to New Credit Card Applications

Looks like in city app we need to add our wallet first and then we need to recharge…. But how do we add wallet in app?
