This problem message occurs ’coz of an individual item in the cart. Please find that out by elimination and proceed further. Of course you will need to delete that item from the cart. I could thus resolve the same same problem today.
firstly; it is the problem of the Seller, not the buyer, the buyer can not do anything.
secondly; Evan Seller does not know why this problem shows,
I know because I am a seller my problem still not slowed they just give me a system-generated replay when I call support, they are so confused they don’t know the solution.

There are two ways in which you can fix this from the seller side. Change the GST number and uplaod again. Also upload Product tax code in account info and HSN code/Country of manufacture in each ASIN. This should solve your issue .
Even I got today a password reset mail today stating that the account has been blocked for protection kindly reset the password
