Steps to get:-
1) Open Bobcard app
2) Click on Additional card
3) LTF HPCL card will be shown with joining and annual fees mentioned as NIL.
Please note that it'll be Digital only card and no Physical card will be sent. Can be converted to physical card later.

Got the Card delivered today, however in the letter that came along with the card, states spend 50K in a year for Annual Fee Waiver. Anyone else facing this?

No. Loading hp pay will not earn accelerated points. You need to make payment on the hp pay gateway after scanning the code on hp pay app.
