Packed Sugar
Packed Whole Wheat Atta
Packed Maida
Packed Pulses
Packed Tea
Packed Soya chunks
powdered Spices (like haldi, dhaniya etc)
Just keep it all in an air tight container.

True, I think they need to put some dates as per the regulations, this doesn't mean that an item with a date is useless after that date.
We can add these to this list: Natural Salt, many Seeds, Dry Fruits, many Oils, and many other things.
Even for pure Honey and Desi Ghee, older is better as per Ayurveda.
