Some cards can go up to 34%. What do you mean India? no card gives even 1% for international transactions.

in HSBC 10% is only till 10k for dining and grocery i.e in specific categories
similarly HDFC infinia might offer 33.33% or so -> only for specific redemption like hotel bookings / flights... etc (i think)
there is no unlimited 10% ones yet (for normal usages)
