So you think that it is a 'business idea'?
Wilfully defrauding the counterparty, is a sad way to build one's own wealth.
But yes, unless there are prepaid meters that freeze or vigilant owner of the premises happens to notice the meter, this can work for the tenant.
Public sector power DisComs anyway have a dispute redress mechanism for the retail customers.
So if trailing 12 month's average monthly bill is X, then one can dispute if suddenly in a billing cycle.. the amount becomes 4X-5X.

In India you will get Zero Bill for this stunt , why because anyways the companies add 10% extra charge in their bill [especially during summers].
On doing such activities their auto bill calculator will run out of zeroes [0] [Error 101] and reset to 0 or lowest value automatically. Bingo !
