ANIL VIJ, health minister of Haryana tested positive days after getting the Covaxin injected as a part of the Phase-3 trials of the vaccine.

For Covaxin to be fully effective you have take 2 doses by gap of 21 or 28 days and Vaccine reaches its full potential after 14 days of taking second dose. Minister who tested positive had taken only one dose.
Another thing is No vaccine is 100% effective and as per the results of first two phases Covaxin has efficacy of 70%.
