Need aadhar and pan card. Aadhar as adress and identity proof. Bleak chances of approval. May ask for HR letter with adress on company letterhead

Yes, you can apply, won’t be an issue.
In your address proof, just provide Aadhaar.
And type out current address separately. If there is no specific field for current address, then put current address in office address field. Proof not needed for it. There would be some place where it’ll ask where u want your card to be delivered, select current/office address there.
Even after getting card, in case you need to change address, proof is only needed to change residence/permanent address; whereas office address change does not require any proof. And any address (residential/office) can be put in office address.
How or where to change the “office” address in Citi card? I don’t have Citi savings account, only their credit card.
