Any way to link PAN-Aadhar for free?

One of my relatives has not yet linked PAN & Aadhar. Any way to link the PAN to Aadhar for free? to avoid the Rs 1k penalty?

read somewhere on DD that SMS thing won't work w/o paying fine...not sure though..

1000 rs is for a reason people have been avoiding this so they dont have to show all the income on all of their accounts some had multiple pan which can only be closed once people link it all the renaining pan cards will be closed and income tax will find the people who have been using multiple pan cards to save taxes in different accounts

True, I understand that. But here the case is a bit diff. My relative isnt financially savvy & income is not even in taxable range!

More importantly, I am actually wondering how come the banks didn't link the PAN & Aadhar.
