Axis ioc card

Recently i had applied for an axis ioc card and it said approved, physical verification pending. But when the physical verification happened, the guy took all the details again in his axis mobile application. When I got suspicious, i asked if its a new application he told me the earlier application number which i cross Checked and it was same.
Why exactly did he enter /take all my details again?
