Yup, always go for laptop; 35K mein you can easily get good i3 one; go for some sturdy/durable and good brand.

You need to categorize the specs according to your requirements and then search for the one; For example in 35k, whether you prefer i3 (intel laptops has more variety) or ryzen3 (more powerful compared to it’s intel counterpart, but very few models), storage as hdd or ssd (try to go for ssd, but less and slightly costlier models), 14" or 15/16" screen (I guess you should prefer bigger screen in your case), battery backup (ignore if you are having 24/7 power, but emphasize more incase you have frequent powercuts), ram – 4gb is ideal in 35k budget, default windows 10 OS or not (models w/o windows OS are cheaper, but you will have to load windows yourself), display HD or FHD (try for FHD IPS – 1080p)… basically things like this; also go for brands that are actual laptop brands like dell/hp/lenovo/acer/asus etc. and not for mi/avita;
Regarding deals/offers, refer hot deals section, some senior dimer might help you find a good deal.
One more thing, considering your usage and above specs, I personally feel a 29-30K budget is enough during sale time to get a good one.
Aren’t they towards costly side, the touchscreen ones?
For basic browsing and data entry, get one of those used Lenovo or Dell Desktops for 8-10K and use them, worth every paisa…

@rockingneo avoid avita & Mi laptops as no established record of after sales service & reliability. Among HP/any brand laptop keep in kind that ssd is must followed by 8gb ram or at least option to add extra ram in the form of an empty ram slot. For typical tasks core i3 10th/11th gen or ryzen 3 3xxx is enough.
This is better/newer version of above posted HP laptop with ryzen 4300U processor but not sure if seller will deliver as many recent comments in its review say order cancelled but if you can get it then this is probably the best option.

Around 35k you will get some decent i3 processor ssd storage laptops…
Or else you can go to local market where refurbished i3 laptop also available in 8-10k price
