Airtel axis cc and that 4% one are best options for your Airtel annual recharge.
As 1799 plan is mostly used for calls and sms requirement you may also consider to port these to numbers to BSNL if you are comfortable with BSNL's network and service in your area.
Some economical BSNL annual recharges (you can get 3% discount too):
Rs. 1198 Validity 365 days (300minutes + 3gb data + 30sms per month for 12 months)
Rs. 1499 Validity 336 days (UL calls and SMSes + 24GB data)
