Do not know about best, but relatively better and legally safe way is: wire transfer.
Cheapest might be body couriers (angadiya) or quid pro quo (hawala type loop)

Go with Indian Overseas bank account it is the best option for huge transaction and best rate.. tried with SBI, ICICI and other banks.. no one can match the exchange rate with Indian overseas Bank
