Bill payment failed on payzapp

My TNEB electricity bill payment of 2200 failed on payzapp with an error that “bill payment failed. Money will be refunded to source”.
Has anyone faced this issue earlier? Do i  need to follow up with them for refund or nothing to worry? Also, is the merchant at fault here or could it be a bill desk issue?
How long does it take to get the refund?

5-7 working days. You can expect refund by 8th or 10th Feb 2020.
