Yes, you can create UPI pin using virtual card.
Now a days, lots of banks also launch Aadhar OTP based upi pin set/reset feature.

Go for virtual cards. BoB charges 295 rs as annual fee for debit card services. Which is ridiculous as even pvt banks charge less. Surrendered my physical debit card long ago but they still charged 295 even for this financial year against the same card.

What is "surrendered"? Their system only understands a blacklisting and not requesting a new card further from your end. Or even filling up a form requesting deactivation of atm channel. You shouldn't have been billed that way.

I had not known that one could block card from app. So I visited branch with a letter addressed to the manager for the same, and the manager took my phone and did the same thing and with a proud face said look it's so easy, and assured that there won't be any further charges (obviously). Two weeks later, 295 was debited against that same blocked card. Yet to lodge a complaint on RBI portal, who has the time for these petty stuffs!

A written complaint was raised long ago at the base branch, asking to reverse the charges. I think it's been almost two months. I don't know how long you have relations with BooB but I have for a rather long time with them due to father being an employee, and I have not experienced a more unprofessional and harassing bunch.
Anyhow, will lodge a complaint on RBI Ombudsman section. Heard they are fast to resolve issues.
bob vitual card is best. but u can only create one per year for each card variant.
