bsnl sim outgoing calls not working

I have a secondary bsnl sim but since yesterday observed outgoing calls are not working...my account has sufficient balance and validity till 2nd July..incoming calls and SMSs working fine.
Any suggestions?
Turned on and off airplane mode, device rebooted
Scared If it is a fraud or something like network issue.please guide

In delhi it uses vi network but no out/in calls even after, have to switch to 3G for normal use.

Change network settings to 4G,3G,2G and check for each one. When I keep in Auto, it sometimes works and sometimes doesn't. Depending on location, I change between 3G and 2G and calls go out.
