Bsnl unable to turn hotspot on in iPhone

I am unable to turn on Personal hotspot with a BSNL prepaid sim on my iPhone. It keeps trying when i try switching on Hotspot then fails ultimately. I have seen my friends turning on personal hotspot using Bsnl on android. I have tried setting APN to bsnlnet without any difference.
Any dimer with bsnl on iphone, can you help pls.
