Immediate blood relative can be the new owner.
(NOC or) Clearance from existing owner has to be given 'in person' (physical presence required).

I am not from the 'woke' generation... but pretty stupid of anyone to use the 'blood relative' nomenclature.
The verbiage could have been more inclusive to let even adopted siblings, kids be eligible.
.
Also, spouse not being 'blood relative' is technically ineligible to be the new owner.
(I mean, incest is illegal in this country. So spouse being an immediate blood relative is unlikely.)
