I have sent PORT messages multiple times in the past albeit not recently while using the Rs 99 pack. You can confirm the same from the customer service as well but be prepared for conflicting info.

Ported out of VI, in last week of October 2024, using the (temporary) secondary balance which comes with the ₹99 pack.
Impromptu reflex of the frontline customer care is to 'lie'.
On a relatively free afternoon, I humoured myselves by calling the VI helplines in four different circles. Sometimes multiple times, to the same circle.
Only the Bombay circle and agents in Kashmir circle turned out to be the ones to put on hold or to recheck.
Others conveniently lied about the pack having 'no outgoing SMS'.
When one primary agent even lied about there being not SMS to 1900, I had to take the step to have the call transferred to the floor supervisor to report the same.
@jarvis.-. The message to 1900 costs ₹1.20 per 160 characters.
Se day, I ported out the BSNL, due to the infuriating experience of the BSNL call center refusing to book a complaint.
For some reason, the BSNL sim had to be shifted to a touchscreen phone, from the earlier keypad phone.
Upon every restart or SIM 2 slot disable-enable.. BSNL s clandestinely used main balance to send configuration messages or in other ways.. used the balance for background data, SMS (despite SIM1 being the default SMS sim-slot and Mobile data being off).
Chucked the remaining SIM validity, balances and ported to Jio temporarily.
(By the time the IPO hits, Jio will continue to be aggressive about having least dormant or dead connections, non revenue generating accounts. https://desidime.com/discussions/reliance-jio-ipo
So much so, that for an off-line number, the haptik/Jio tele-caller called someone up on the alternate number listed in the customer acquisition form (CAF).
(If the number is not recharged by so and so date, you risk loosing the connection.)
@budhe-baba you once had a topic pertaining the retention team of Idea.
I think you yourselves also had a follow-u topic, about your disappointment in VI retention teams not calling you upon giving the port code to the next operator.
For prepaid users, at-least in some circles, I too reiterate the same.
Forget the retention team calling, even the IVR/ automated calls too came only 3-4 times in 24 hours. Those were just to request 'cancel' and use the (just for you) 'offers'.
In Idea's defence though, I sent the port message and enrolled into Airtel after sunset hours, towards weekend.
I did receive a call from a local STD code number later, which Airtel https://airtelcms.airtel.in/spam-fighting-network ended up displaying as suspected spam.
Those are VI's outbound only (no incoming if called back) numbers, it transpired.
Maybe the Deepawali, 2024 (staff shortage induced) backlog.. delayed the retention team calling up.
But by then, the new SIM had even registered on Airtel.
