I’m looking to create a fresh paypal account to avail promotional benefit.

In new paypal account, If I add a card which I have used in earlier paypal account, does paypal detects and withdraws promotional cashback because this?

Yes u will not get cashback if u use the same debit card thrice in paypal new accounts

what exactly happens, cashback is not provided ?

U will get cashback twice with same debit card but not more than that .if u use same debit card third time in New paypal account u will not receive cashback
