cibil is a big scam used to threaten innocent people , i was having cibil of 800+ and nobody use to give me Credit card and now i have cibil of 740 and i have credit card of every bank (except standard charter but who care for them as they got no offer and rp)
Except standard chartered smart credit card. One of the best due to the fact that it gives 2% cashback EVERYWHERE where other cards dont . exmple rent,wallet load u name it. I have been trying to get it but unable to as they r offering to salaried public sector employees only

Max at 8% - 9% you can get but you need some assets
banks need a healthy statement

Are you looking for a Home Loan? only Home loans goes a bit low, that too 7% is too low. 9% is more realistic for home loans (from banks who won't send goons for recovery).
Also "cibil report is 865" , are you sure you are talking about CIBIL and not experian/ crif or other credit ratings?
Recently got an ICICI Home loan for 30L @ 8.75% (Floating). Cibil - 777.
