Complaint against payment gateway

I have filed tdr and irctc refunded 50% of the amount to the bank (in my case payment gateway razorpay, credit card) but it has been 10 days above and I have also filed grievances on the payment gateway's portal but they sent only mails like this-" we are looking into the issue . please keep patience".

Where now I can file a grievance so that i can get my refund asap.

Get refund reference number from irctc and share it with the PG / credit card. RBI got TAT (comepensation in the case of delayed credits) for failed transactions but no rules/guidelines for custom refunds by the merchant.
