I'm thinking of starting a one person shell company for reimbursing GST while purchasing and taking cheap corporate postpaid mobile plans. What is the minimum cost for setting up and maintaining a shell company?

Setting up an OPC generally costs you around 10K including the consultancy fee and MCA fee, the initial investment amount however is different and can be as low as 10K(or maybe lower), for maintaining that you have to file the annual return with MCA which can be a hassle for a "shell" company also there is GST compliance as well apart from MCA compliance, why don't you just get the GST and a business registered under Proprietor Act? or like just get the GST only instead of going all the way with Shell Company.

raising fake gst bills is crime as per act. Person who dose this is liable to penalty as well as jail term.
You will lose more than you save.
Simple and small advice: Avoid.
Please stop calling it shell right from the start. Let investigator decide if it's just a shell or skeletons 😄

If you don't have any actual taxable sales and GST to pay, what will you do with those ITC ? Govt won't deposit them in your bank account. ITC can only be adjusted against GST Liability.
