Looks like all the researchers in CSIR who came up with this report are smokers too. 
its based on data provides during sample collection on serosurvey.
All collective data during serosurvey are not faithfull
There is a term in statistics called “non-causal relationship”. Giving an example, suppose in year 2010 & 2011 there was drought in India while at the same time there was an increase in road accidents in USA then a non-causal relationship exists between droughts in India & road accidents in USA but it does not mean that droughts in India have any direct relationship with road accidents in USA.
Well Butterfly effect can explain that!?
If flap of a butterfly’s wings can cause a tornado then why can’t droughts in India cause road accidents across the world.

° It is hereby brought to attention CSIR has NOT ISSUED a Press Note titled “CSIR Study Reveals Smokers and Vegetarians are Less Vulnerable to Covid-19 Infection” (dated 24th April 2021).
° Further, CSIR would like to highlight that as mentioned in the peer-reviewed publication “elifesciences.org/articles/66537“ that “It has been proposed that a fiber-rich diet may play an important role in ”caps">COVID-19 through anti-inflammatory properties by modification of gut microbiota. A recent review has highlighted the role of trace elements, nutraceuticals and probiotics in COVID-19. The negative association with smoking has been reported elsewhere, but not shown to be causal. Further exploration is necessary before reaching any conclusions, especially since seropositivity is an imperfect marker of infection risk and may equally well be explained by altered antibody response and dynamics” In studies such as these, associations with any of the parameters should not be considered be causal until proven experimentally.
° Hence, CSIR would like to state that NO conclusion can be drawn that the vegetarian diet and smoking may protect from Covid-19 based on these studies. //

CSIR does admit that ‘The negative association with smoking has been reported elsewhere, but not shown to be causal.’
When it comes to cancer and other disease , smoking link is causal but not in case of corona. 
The reason is clear : Humans are repulsed by cigarette smoke and so do other organisms such as virus, bacteria.
So a smoker dies by cellular death (cancer, TB) not cellular invasion since smoking renders his body toxic.
