Different fuel surcharge at different fuel stations, why?

For completing Visa Tap to Pay offer on my IDFC First Bank Wealth credit card, I'm utilizing it to fuel my scooter (scooty) for Rs. 300. Since there's a fuel surcharge waiver of 1% for Rs. 200 worth transaction and above, I simply have to suffer 18% GST on 1% fuel surcharge which comes out to 18% of Rs. 3 = Rs. 0.54

But, but, but, at one of the fuel stations, I was charged Rs. 10 straight which seems like minimum fee or something. For this transaction, IDFC First Bank did waive off 1% fuel surcharge as promised but I suffered Rs. 7 extra on this.

My query here is, how to tackle this? I've flagged that fuel station and won't be fueling up with credit card for sure but is there any other way to identify this?
One more question, for fueling up Rs. 1,000 or more, if that fuel station is charging flat Rs. 10 only, then it's beneficial for people owning two-wheelers having big fuel tank as I'm restricted by smaller fuel tank in my scooter.

Just want to understand this whole scenario of different fuel surcharges and the sad part is, you realize only after transaction is settled in a day or two.

the Fuel Surcharge depends on the POS machine, so at the same fuel stating with different machines using same card you are charged different surcharge.

it happened to me to when i used icici apay cc for tap and pay on one petrol pump they charged 10 +1.8 gst but amazon credit full amount,now same petrol pump charge only 1% on amount,maybe some rule change

I used to pay for fuel via Amazon Pay ICICI Bank CC way back in 2018-19 but then they stopped providing fuel surcharge waiver on smaller amounts like Rs. 50, 100, 200. Since then I haven't used that CC but I do remember they credited fuel surcharge along with GST.

BTW, for how much amount are you talking about? If it's for Rs. 400/500 or more, then I obviously can't even take benefit of it. In my TVS Jupiter 125, fueling up for Rs. 300 is also a task in itself as I've to drain out fuel tank on the lowest mark, then only I'm able to fuel up for approx. 3 liters for Rs. 300.

IDFC First Bank Wealth CC is one of those CCs which provides fuel surcharge waiver for transaction amount as low as Rs. 200 whereas majority of the CCs have the minimum transaction amount as Rs. 400.

These are bank related charges I guess, I once fueled using hdfc millennia cc got charged around 5rs for around 400+ bill, but used axis debit card on same pump around 500 they charged 16rs and didn't even get any waiver on that, while in hdfc they waived 1%.

But for the exact same card, I've been charged 1% + 18% GST, so, I'm guessing it's based on several factors like the bank involved at POS machine, because there can be different POS machines at the same fuel pump which is why it may vary.

I do feel that this is highly tricky like SBI DC levies fuel surcharge, even HDFC Bank Platinum DC levies fuel surcharge except for HDFC Bank POS terminals but on the other hand my IDFC First Bank Wealth DC doesn't levy any fuel surcharge.

I was gonna say this exact thing:) yes depends on POS device of different bank and their internal tie ups , so surcharge is not in our hands

Depends on POS machine. Happened to me as well, once I was charged flat ₹10 + gst and the second time 1%.

POS device provider's tie up and tnc's are responsible for it.

I always use icici amazon that gives reversal and final amount matches with the petrol i filled. Only once i filled at  different pump where i was overcharged by 10rs for 280rs petrol and when called CC they said its registered as private pump and hence they charge more. I did not understand logic though.

Recently , the pump where i fill petrol changed their swipe machines to Paytm from axis and i am getting 3-4 rs more. 

On 12th sep, I filled petrol for 380 and my card charges was charged with  384.48 and i got fuel charge reversal of10 and gst reversal 1.80
