Can they not use a pvc glue instead, which is much more easier?
Is this some jugaad to save on glue cost or is there some scientific reason to bond it this way?

I cannot say the pipe type used here, but there are different types in market like CPVC, PPR. This one could be PPR pipe where they are using welding technique. Cement(glue) is used in case of CPVC.
