It depends on the power supply in your area if fluctuations are frequently taking place then You need stabilizer.
.
Otherwise you can ignore it.
.
But if you use a stabilizer it's an extra layer of security for your Electronic Equipment.

Instead of stabilizer, go for belkin surge protector. It was better controlling voltage range. I, myself, checked with multimeter

How many inches is your TV?
I would pay a bit more and get a UPS. It will act as a stabilizer, a surge protector and in case of a sudden power outage, I will have sometime to properly shut down my TV. Sudden power outages are the biggest enemies of TVs as I found out sometime ago. Luckily my TV was under warranty so TV panel was replaced free of cost.
Get a UPS.
