I had paid some extra 9 rs in lazypay now they dont want to close the account unless i use that extra 9 rs ....which merchants allow lazypay as payemnt options to get rid of that extra 9 rs ....

You can tell them to forefiet that Rs. 9.
In my case, similar case happened although it was the credited by LazyPay. But, I managed to successfully close my account and obtained NDC.

-Just make your a/c balance zero , take a screenshot and chill
-also delete the app with negative feedback on google play and block+report them on truecaller as scam .. further feel free to lodge complain with RBI ombudsman and your police economic offence wing for customer harassment and economic fraud
-this will teach them a valuable lesson on customer relationship and they will be thankful to you for this forever
