Go to a post office fill form for SCSS and SB account (interest will be deposited into SB account). If you mother can't go to the post office, find an agent they will come home and do it.

Better avoid post office, for lack of service, very much driven by agents, the staff is not very co-operative, the server runs down many times in a week.
Better go to a bank, they will at least have no agents, service could be better but at least we have one POC to enquire.
