Might not be intentional but still a good thing to prevent misuse. In fact I think all bill payment providers should set a limit of 10k & create a new merchant category code for payments above 10k classifying them as commercial usage for which no reward points given(merchant code to be treated in same way as wallet transaction).

They leave it intentionally else do not they know that there are commercial bills and people may use the card to pay them as well.
They want more customers whether good or bad and then after reaching targets and records cleaning starts like Apay ICICI, so its deliberate 5% CB on Amazon gvs too.

Indeed but it does make things difficult for genuine users, if there is a regulation regarding this(like max amount of utility bill allowed to be paid on non-business/corporate credit cards) then it might result in a bit lower profit for banks but will definitely make the lives of many genuine spenders easy.

Now we have only commercial meter based on which we get lot of bill.

Since it is commercial meter why did you even thought of paying via credit card. No credit card company allows commercial usage on their cards in their T&C & paying such a bill even if it allows will definitely land the card holder in trouble sooner or later. Just take approximate amount from everyone in advance & keep the money in idfc bank acc for 1 month at 6% interest & pay the bill 2-3 days before the due date using debit card/netbanking directly on bses site.
