only option I can think of is AMEX MRCC which doesn't give RPs for utilities and also not sure if accepted by your biller, if done means you will get 1000 RPs for 20k monthly limit spends (need to enroll once for lifetime eligibility and need to do the transaction after 4 days) which would be equivalent to 390 Rs when getting the 7k gold Amazon voucher, so 390Rs for 30k is around 1.3% CB... further if you are able to buy 1500Rs amazon voucher * 3 (=4500) from AMEX multiplier you will get 2x RPs which would be 180 and then 1000 RPs for 4*1500 transaction per month so overall 34500 spent and 2180 RPs which would be 850Rs ~ 2.5% CB rate
