I had same on my mobile in Delhi. Sound was so loud and frightening, I was in office. I thought my mobile is about to burst.
Then checked on google quickly and found the actual reason and calmed down.
I have closed it now on my mobile forever.
It is for message emergency alert. Like earthquake, attack from another country etc.
Work is going on this.
