Some banks have fastag directly linked to bank account and toll deducts directly from account.
Other are on recharge basis similar to prepaid connection. You have to recharge them and keep balance in order to pass through toll gate.

Anybody able to recharge Paytm fasttag using credit card?
ICICI has separate account. But it links to HPPay and balance can be used to buy petrol. Most discount recharge offers work with this fastag.
So its not for rotating money but best for reducing your fuel cost.
