File TDR option removed?

My train 12658 SBC-MAS Mail has been rescheduled by 8.5 hours today due to late arrival of pairing train 12628 NDLS-SBC Karnataka express. I tried to file TDR but it isn't visible, dropped a mail to IRCTC customer support and they replied that TDR can be filed only after chart preparation, chart prepared at 18:40 still not able to file TDR, again dropped a mail and cc team filed TDR from backend, IRCTC silently removed TDR option, couldn't see any circular or press note for the same or is it happening only for me? I've earlier filed one TDR on my own but no refund due to last minute plan changes. Could that be a reason?

I'm aware of that, but there is no option at all to file TDR by myself. IRCTC backend team did it upon sending an email. Refund is also processed, takes 2-3 days to be credited. My doubt is passenger can do it by self or not or every passenger who wish to file TDR should send an email?
I filed a TDR for same reason on 2nd Jan. No issues faced. Train late by 4 hours. TDR filed before the actual time of Departure (Planned time)
I filed TDR on 3rd Jan. No problem was faced.
One more thing. Many times TTE marks you present and sells your seat/does not bother to check.
So IRCTC rejects your claim. If ticket is high value, then one should keep a proof of non-travel ready. (like a alternate train ticket)
If Train is running late by more than 3 hours, You can take full refund.
