Sometimes it is not our mistake if we do something ny mistake which attracts a fine. But the more shameless is the person who takes the fine. Why should the man takes fine. Is this his/her duty? Or he feels happy earning money this way? Most of the times a bribe is taken instead of fine. Is it fine?

Giver and taker are both wrong. Just like how you want to claim it's not your mistake if you do something by mistake, the person taking the bribe will claim it's not his mistake to take a bribe by mistake instead of fine.
