Forcefully asked PAN card on Amazon KYC

Amazon has been asking compulsorily for PAN card on its app/website for completion of KYC.
When inquired and quoted relevant RBI circulars, I got reply from the Director of Customer Services as:
“Dear Sir, Thanks for bringing this complaint to our notice. We have reviewed the complaint and would like to submit that while regulations do allow regulated entities to collect Form 60, in lieu of PAN, we have adopted a more rigorous customer acceptance policy which requires mandatory submission of PAN for full KYC purposes. This also allows us to ensure no customer can have multiple accounts with us. Please do let us know in case you need any other assistance. Thanks, Mahavir Jindal Amazon Pay India Pvt Ltd.”
Asking for PAN card Forcefully is asking for personally identifiable information openly. All the other wallets/apps/websites allows Form 60, which is acceptable as per RBI.
It seems they consider themselves superior to RBI and National Law.

@deb3l But won’t they stop the cashbacks without KYC?
RBI, in it’s Master guidelines on PPI, has mandated PPI service providers to ask for KYC of all the users “within a reasonable period of time” after RBI mandated KYC from Feb 28, 2018.

Why TF u need to do kyc at the first place? There are no add money offers going on nowadays.
