Fraudulent RTO agent - not returning money and documents. What are my options?

I own an old Pulsar that had its registration expire in 2019. I hired an agent near the RTO itself to re-register it as I wasn’t too familiar with the process. He took 3000 and the bike’s RC book. He got an inspection done from an RTO officer and then of course the lockdown happened soon after. He didn’t bother to finish the process.

Now, two years later, I just need to dispose of the bike but want the RC in my possession first. However, this guy simply won’t return my documents. I call him and he says I can come to collect it the next day. But when the next day rolls around, he tells me to come the next day. This has been going on for months.

What are my options here? Will the police help? I don’t even care about the money, I just need the RC book before sending the bike off for scrapping. It’s occupying valuable parking space in the meantime.

Looks like he lost your RC

approach another agent thru reliable links and explain issue; get duplicate RC if possible)

I know these works are impossible to get done without these touts

recently renewed DL, on third day new DL in my hand, 5k charged agent – very professional

Sounds likely that he has lost it. However, I can’t get a duplicate RC because it has already expired 3 years ago. And I don’t want to pay the re-registration charges + monthly 200 fine + green tax only to discard it as scrap.

I have gotten my LL, DL, got duplicate RC, Got hypothecation removed on a car, renewed dad’s DL without the help of any agent. All these were before the parivahan website. Just need to go a couple of times, speak at the front desk (at least they told the procedure in my RTO). This was done in one of the corrupt RTOs in Bangalore, sure it is tough but can be done with some patience. 

Have heard that parivahan website helps a great deal in this regard as all applications and payments are done online. So there will be a record.

This was a 2004 registered vehicle. The Parivahan site doesn’t even recognize the vehicle registration number. Everything had to be migrated from paper to digital, which the RTO front desk wasn’t willing to help with. Plus, the same home address now comes under a new RTO. LOTS of complexities that I didn’t know how to do. Otherwise, I got LL, DL, and international DL without any agent too.
