Dnt know contact DBS bank. Show them card image and ask them.
Went to my nearest LVB branch today in crazy rain, now DBS co-branded. Staff confirmed that RuPay cards are no longer being issued since the DBS merger. 
They tried to get me to open a savings account as Visa cards has BigBasket discounts. I said no thanks, it's no match for the Amazon offer. 
If annual charges are there for the card then why do you say free Rupay platinum debit card in your post title?
