Is the bootloader even allowed to be unlocked? If yes there’s still the mandatory requirement of the kernel sources and device trees without which no possibility of even a custom recovery let alone a custom ROM from what I understand.

Free tablets and mobile phones being distributed. this device is administered and controlled from outside, your each and every activity can be seen by the unknown admin , and you are not admin of this phone or tablet
This is a tech post let’s discuss the solution

You don’t need custom ROM to be not monitored if a phone is rooted. All you need to disable or removed the snooping module integration from OS.

You need to search in app manager, if you find something related to remote admin application , you can easily freeze it with titanium backup pro or remove it from system.
If you not able to find it in app manager, you have to search it in root directory system / data/ apps, here as all the system apps + users are installed. You can can delete app module from here as well.
We can also customised the stock OS & removed the unnecessary apps from OS.,if you know coding, but this is time consuming & flashing keep throwing error in the middle of installations.

The thing is the illiterates who get it are prone to attacks from outside world. So the admin will keep a track on it and update regularly to avoid it and also they don’t get into trouble by hackers.
Recently in Ludhiana, tabs and phones were distributed to village school childrens class 8-12 and three cases of third party app installation by Class XI and XII students came to light and they used debit cards of their known on such apps and then fradulent txn happened which resulted in loss of 15k to card holder who came to know after police cases were filed. Tech gadgets are not for everyone to use. Not even 10% people in India how to use and what things are really meant and safest way to use it. Many students ending up being p**n addicts leading to rape of local girls.

You are taking it lightly the whole OS is infested and customised and admin by default is outsider not done through an app
We are discussing only options to remove the snoopgate
Snooping is right or wrong phone user can decide
This guy atleast got trick to remove wallpaper
but privacy ka solution zaruri hai , what about flashing the phone with normal Samsung a03 s software @Mufasa
.
Privacy is not something which we as Indians are very particular about. And the reason for the same is that we have not yet reached to a level regarding our basic needs post saturation which comes these questions like privacy, intellectual property rights and others. Thereby the basic instinct we have is to address those basic needs rather these level 2 questions.
Nevertheless the problem showed by you is directly endangering our fundamental right and that should be addressed properly.

it’s easy. During college days, I managed to put my photo in bios splash screen. All one need is a hex editor and low resolution suitable photo. 🐒🐒🐒

REMOVED
bhai, even if tech gadgets are freely given then let’s not forget that they are being given to students. If some authority is monitoring them to prevent misuse then it’s really amazing. 🙂🙂🙂 Because parents can’t monitor them.
Even Google play store have third party non removable mail id in this phone
All your personal photos
All your contacts
All your personal or family videos
Can be seen by unknown admin
hence this is more serious thing, not only limited to nasty and irremovable wallpapers @hackerboys
