which app are you scanning that code. i tried phone pe , bhim and gpay and they are declining the transaction

If you open Freecharge on desktop & pay CC bill, on the payment page, it gives the option of paying through UPI & generates a QR.
On scanning the QR, you can select your Rupay Credit Card as the payment option & pay using that.
