Getting rent refund from an owner paid through UPI

I paid 10k approx to a new landlord for a house with a verbal promise made that he will do the furnishing, cleaning, paint, etc, and will give the keys this Sunday evening.
I visited his house and nothing yet started I visited him and asked about it and he said I will get this done anyhow by Sunday as promised.
But we think it was not gonna do that easily but still, we didn't fight and left.
No agreement was made.
I made the payment with written notes to his son thru UPI.
In the case he failed his promise, Can I get my money back? I mean any chargeback or anything? I don't wanna fight with him.
I asked him to give the money but he denied giving and kept on iterating will be done on Sunday.

Bro I think you have three options-
1. Keep communicating n asking.. may be he is having some genuine delays. Shift after work is done. All good.
2. Shift when he’s done. Then renegotiate rental date as due to his delays, you won’t pay for days when house was not occupied. Little trouble but you’ll get your worth of money.
3. If you don’t want to shift there. Then directly ask for refund n threaten to do police complaint.
Still, I asked him to get this done by Sunday as promised and he kept agreeing to that.
I asked him to give me a refund and he denied it. Anyhow I need to leave this current house by this week as our current owner gave the final date.
My call is If the work is not done by the date promised what best I can do?
But the police in UP, As you know will support the strong. I have a family and don't want this way with 0 exp.
Why full payment ? you should have done partial payment and rest after you get stuff according to your need .
If you feel the owner is a good person, then just have some patience. It's very difficult to arrange the workers for such small works.
He might be genuinely trying to get this done ASAP, but it's very tedious to deal with such tasks due to the worker's tantrums.
The tasks you mentioned takes only a day or two to complete.
Maybe you take the tasks in your hand. Check-in to the house on the agreed date and say you will take care of the unfinished work. Of course you will deduct the amount from the upcoming rents.
this is the best solution one can think of. and you also get keep your cool without any arguments for the time being. even if you don't want to do that paint work yourself/struggle with workers, just leave it off and later search for other homes after checking in and deduct your 10k from rent. we all know Shifting is hectic but for you to have some peace of mind & save you from some arguments you gotta
