I think they send it after each 6months, my moneyback was 8 months old got 75k to 1L LE.

Eligibility is that you shouldn't have upgraded your card or availed CLE in the previous 6 months. This is what most of the banks follow and probably the same applies to HDFC as well.

Though in the form it was mentioned as chargeable however upon enquiring if it's chargeable they said it's LTF

The highest I have seen was 52L on Prestige. Person was a "farmer".
